The Doctor let Jacobson Steven pilot the TARDIS to a point in Earth's history and he took them to New Earth. After exiting the TARDIS The Doctor said to Jacobson Steven," Now, Jacobson Steven this is your first test here is to see if you can spot something wrong going on with New Earth, see what is causing it, see if it is a threat to the people of New Earth, and you make a decision." Jacobson Steven replied," okay, let's go." They were in New Britain and the people there sounded American much like the people in New America sounded British. Just as much every other continent had switched to the voice patterns from western to Eastern, Northern to Southern, and so on on Old Earth. In New London as the doctor was enjoying a cup of chocolate tea and Jacobson Steven was going around The City looking for something that would have a notion of being wrong.
